The lower is not the serialized part. Its kind of like the full auto triggers. If you own a full auto sear for an AR and you own a AR you are in trouble but if you only own the Full Auto part you are in compliant. Weird I know.
OK, help me out on the HK lower; is that an NFA item? Is this an ATF trap?
