There are PLENTY of lower receiver options for CA. No, today, most are not in stock anymore, but you can get them for a reasonable price. The shortage isn't in CA, it's NATIONWIDE.
You buy an 80% lower to have the fun of completing and customizing the lower yourself. Put your own logos on it, and do whatever you want. There is no DROS, and no paper trail for the gun so if big brother comes knocking on your door for your guns (and you willingly give them up), you still have your 80%'s hidden.
Are there "prohibited persons" that buy them and complete them, yes, I'm sure there are. If you look and act like a normal person, and lie about being a prohibited person to a person letting you borrow their hand mill, it's on you if you get caught. I highly doubt too many gangbangers are collecting 80% lowers to go down to the local machine shop to finish. They would rather steal a gun, as they are likely already prohibited from owning a gun anyway, so it really doesn't matter if they're caught with it.
